our team

As a nonpartisan, 501(c)(3) nonprofit organization, State Navigate is led by its Board of Directors, who are evenly divided among political party identification. Its staff consists of experts across the political spectrum: conservatives, liberals, and independents, who are dedicated to giving an unbiased and transparent approach to covering state legislatures and curating the data for them. Presently, our staff is situated across four states in the northeast and south.

The political and data science committee are occasional volunteer positions with members across the country who lend a hand to our organization via data analysis, creation, and curation. The state government and journalism advisory committee consists of journalists and, in the future, incumbent and former legislators who want to see State Navigate succeed and use their experience in their fields and states to help State Navigate’s reach and approach to state governance topics. The development committee is responsible for helping guide and advise the general development of the organization, planning and managing organizational projects and/or ventures, plugging their network into the work of State Navigate, and/or any other matters related to the development and expansion of the organization.

Sam is a 2019 graduate of UW-Madison. After working in tax accounting, he started working as a non-partisan civil service employee in the Wisconsin State government.

Monica is the president and owner of a research and strategic intelligence consulting firm that serves campaigns, public affairs organizations, nonprofits, law firms, and corporations across the United States. Although an Arizona native, Monica is a graduate of Hollins University and American University and is based in Washington, DC.

Jacob Fish is a senior strategy leader with deep experience applying political data and analysis to guide campaigns, advocacy efforts, and executive decision making. He currently serves as Managing Director at Stand Together, and previously held the position of Deputy Director at the Virginia Chapter of Americans for Prosperity and also previously led political campaigns for multiple Virginia House of Delegate races. Jacob and his family live in Richmond, Virginia.

Jake is the VP of ConsultingRonnie, a boutique not-for-profit fundraising and management consulting firm. He holds an MFA and MBA from Yale Universities’ Schools of Drama and Management, as well as a BA in Economics from Brandeis University.

Patrick Ruffini is a founding partner at Echelon Insights, a leading public opinion and strategic research firm known for methodological innovation and forecasting accuracy. He is the author of two critically acclaimed books on American politics and regularly provides analysis for mainstream media outlets. Ruffini has led hundreds of research and strategy projects and previously held senior roles at the Republican National Committee and on President George W. Bush’s 2004 re-election campaign.

Allie was the editor of CNalysis.com. Her writing expertise has helped make the articles at CNalysis poignant, witty, and thorough. She graduated from Randolph College in 2021 with a Bachelor’s Degree in Political Science and is from Richmond, Virginia. Allie became our Managing Editor and Virginia Correspondent for State Navigate in July 2025.

Michael is an expert in GIS technology and has experience in coding and scraping technology. He is a graduate of Fordham University and the University of Chicago Law School. He became our Elections Coordinator in July 2025, and is responsible for collecting election and demographic data, helping with election night operations, and researching elections operations in all fifty states.

He is a Bluebonnet Data Fellow, trained with Generation Data and has contributed to Parsons Data open-source software. He holds a PhD in Economics from the University of Virginia and lives outside DC with his wife, daughter, 3 dogs and many guitars.

Jackson previously worked at CNalysis as the Head Oddsmaker from 2019 to 2022, and continued work on various models until CNalysis closed at the end of 2024.
